Founded in 2001, Performance Concepts is a Greater Toronto Area (GTA) based management consulting firm that specializes in the Canadian local government sector. President & Principal Consultant Todd MacDonald, and a team of talented associates, works with a diverse set of local government actors - elected officials, city managers, department management teams and front-line staff.

Prior to establishing Performance Concepts in 2001, President Todd MacDonald enjoyed a fifteen-year career in the Ontario public sector - working for the Government of Ontario (Ministry of Finance, Office of Federal-Provincial Relations) and the Peel and York municipal governments located in Greater Toronto. During his local government career, Mr. MacDonald designed and implemented Operational Reviews, Performance Measurement initiatives, Activity Based Costing Reviews and Results Based Business Planning frameworks.   Mr. MacDonald also led mega projects on GTA governance and Property Tax reform.  As the original Project Manager, Ontario Municipal Benchmarking Initiative, Mr. MacDonald developed his wide-ranging expertise in project management, workshop facilitation and benchmarking analysis.
